I think in Texas you can wear pep toe shoes any month. Just don't wear socks with them. Seriously, wearing pep toe shoes in the winter just means continueing to get pedicures in the winter.

The answer is yes. According to the style mags this winter you can wear pep toe shoes with tights or with out. It is all good :)
